What the the cosplay essentials for the joker? First time doing anything cosplay'y.

Comic ideally, I don't like the dude with the shitty looking hair. I want more clown terrorist rather than serial killer that dresses with a clown theme. By the way how are you and that jake that you twerked aggressively.

Simple things,
1. Green Hair spray (Looks around for an art shop or something with this.)
2. White face paint (You can buy one at the arts n' crafts store, probably)
3. Probably some red lipstick. (mom and/or sisters)
4. Some brown and/or purple eye shadow (Which you can probably take from your mom and/or sisters)

Um, I'm not sure about the clothes since you have like a full on colourful tux there.
-Purple jacket
-Yellow vest
-Green polo
-Black tie
-Gloves
So this part I can't help you with because I make my own cosplay clothes XD Sorry, how this'll help tho.

I read that it was a blue undershirt and a green vest and brown tie though, hmmmm, what do I do with my eyebrows?

Probably ask for some make up for that. I don't really know what it is, but I'm probably sure your mom or your sister has it. Just ask.
